In general, the autumn months, September through November is the greatest time, because conditions are warmer and dryer, air pollution is at the lowest, and prices are lower. Spring can be clear and dry, or wet and grey, or even ruined by a sandstorm from China. Sometimes you get all of these conditions in one day.
Summer is from June through August and is a wonderful time to visit the east shore, particularly for outdoor activities, but be cautious of typhoons, that can hit the island from June to October. Summer is not a good time for traveling to the outer islands because they can become crowded with tourists, and flights and hotels are tricky to acquire. Try October to November when prices are lower and the weather is still great.
